Research conducted by PROTECTA and NCD (National Coalition for Decentralization),  concerning the attitudes of the citizens towards decentralization, showed that the citizens do not understand the meaning of the word “decentralization”, but they recognize it as “everything goes to Belgrade”. The citizens would like to make their municipalities stronger, to participate in the process of decision making and to stop the process of “Belgradization”, as they call it. So far, there were no political parties which had the influence on focusing all existing energy on putting the pressure.
The project “Make noise for decentralization”, implemented by PROTECTA and NCD and supported by NED (National Endowment for Democracy) is devoted to creation of direct pressure that citizens can put on government. In this way we want to increase the support and expectance of the citizens towards decentralization, but we also want the politicians to feel that pressure.

PROJECT GOALS
1.    Increasing the support to citizens on decentralization and focusing the political will and acting in favor of decentralization in Serbia

2.    Increasing the pressure of the citizens on political parties so that they would keep their promises about decentralization.

3.    Creating common understanding of the needs for decentralization among key stakeholders from political life (particular citizens, political parties, international diplomatic communities and media)

PROJECT ACTIVITIES
Project “Make noise for decentralization” includes 4 types of activities:

a)    10.000 written letters of the victims of decentralization  
b)    2 hours for the rest of us
c)    “Make noise” campaign on the highway to Belgrade in 10 largest cities  
d)    Short documentary on project activities

Activities on the project “Make noise for decentralization” are successfully completed:

10 000 signatures , 2 hours for the rest of us , campaign
